Top management doesn't know what to do
The role of the change leader is to successfully implement the change. There is an implied focus on this task. Senior management, by definition has a diffused focus. They are certainly capable, that's how they reached their position. However, we can't assume senior management is all knowing. We need to show them what to do. This takes some courage. We must be able to say, "no that is how we used to do it, but in this case it will undermine the change." Of course you have to be ready to backup your arguments.
