I didn't know I was allowed

It is wise to empower others but I frequently hear people say "I didn't know I could decide that." Unfortunately, they many times don't ask anyone else to make the decision, waiting for orders from some mystical source, and the project languishes. Monitor closely and provide gentle nudges when necessary showing the change project team members their expanded boundaries.
